Engineering services are provided to the Borough on a contractual part-time basis by T&M Associates, through an open Request For Proposal "RFP" process. The Borough Engineer provides all levels of technical support service on capital improvement projects ranging from concept development and engineering design through construction administration and inspection. The capital projects typically handled by the Borough Engineer consist of Roadway Reconstruction and Resurfacing, Stormwater Management System Improvements, Sanitary Sewer Piping and Pump Station Improvements and Park and Recreation Facility Improvements. The Borough Engineer also provides professional support to the Code Enforcement and Zoning Departments in the review of zoning permits and grading plans. Additionally, the Borough Engineer observes the construction activities associated with Planning Board and Zoning Board of Adjustment approved development applications for site plans and subdivisions.
The Engineer serves as a liaison between State, County and Borough projects. The Engineer's report is as of December 6, 2011 for the following projects:

Garden State Parkway Interchange 105 Improvements: The Turnpike Authority has selected the RBA Group as consultant for engineering services. A concept plan for improvements at the parkway exit at Route 36 and Hope Road along with a new exit onto Wayside Road has been developed. The concept plan was developed as a result of area traffic analysis, impact analysis and an alternatives analysis. As additional information becomes available, updates will be provided.
County Projects

Intersection Improvements at Asbury Avenue & Foxchase/Cannonball Drive: The County has obtained the required NJDEP permits for the project. I have reviewed the proposed plan with the Borough Administrator and have provided comment to the County. The County is currently reviewing the plans and coordinating the utility relocations and potential land acquisition to accommodate the minor widening at the intersection.

Asbury Avenue/Pine Street/Essex Road Improvements: We are in the process of coordinating the submittal of the NJDEP Permits for modifications to the existing Freshwater Wetlands Permit and a new Flood Hazard Area Permit on behalf of the County. We are currently resolving the jurisdictional issues between the New Jersey Turnpike Authority and Borough as related to Essex Road. Construction is anticipated to start Spring 2012.

Sanitary Sewer Improvements:
TNSA – I have prepared a draft 2011 Customer Report for submission to TNSA of approved and pending developments. We are awaiting a meeting with TNSA to review available sewer capacity for 2012.
TRWRA – I have contacted Two River Water Reclamation Authority to request flow information to evaluate our wet weather flows for the North End of the Borough.
I will continue to track sewer flows to evaluate sanitary sewer flow increases during wet versus dry weather periods. Conducting extraneous flow investigations and making the appropriate improvements can result in cost savings throughout the year, but especially during periods of wet weather.
Water Street Emergency Slope Repairs: A recommendation of contract award to Compass Construction is on tonight’s agenda. I have worked with Compass Construction in the past and have been quite satisfied with the completed projects. We anticipate work starting within the next two weeks.

Local Government Energy Audit: Bids were received on August 6, 2010. The lowest responsive bidder is Camp Dressler & McKee (CDM) in the amount of $37,275.00. NJ Clean Communities has approved the award to CDM, accordingly the Council has awarded the contract at the September 21, 2010 meeting. The auditors were on-site February 3rd to start the energy audit at the sanitary sewer pump stations. Since the EECBG/DI program is complete the audit can continued. CDM has been notified accordingly.

Monmouth County Improvement Authority - Solar Installation Program: Bids were scheduled to be received today by the MCIA for the solar panel installations at Borough Hall and DPW (along with the other sites in the program). The bids for the program were above the JCP&L blended rate, accordingly the proposal is being rejected. MCIA will likely rebid in 2012.

None at this time.
Grant Applications: T&M is in the process of preparing a Grants Master Plan which will highlight various funding opportunities on Federal, State and Local Levels and link those grants to various capital projects or programs in the Borough. This will be a dynamic document, which changes as funding sources become available or as an unforeseen project arises. The Grants Master Plan will act as a tool for the Borough to assist in the development of better grant applications by honing a project’s scope to fit specific grant requirements or finding the appropriate grant program to fit the project.
