Engineering services are provided to the Borough on a contractual part-time basis by T&M Associates, through an open Request For Proposal "RFP" process. The Borough Engineer provides all levels of technical support service on capital improvement projects ranging from concept development and engineering design through construction administration and inspection. The capital projects typically handled by the Borough Engineer consist of Roadway Reconstruction and Resurfacing, Stormwater Management System Improvements, Sanitary Sewer Piping and Pump Station Improvements and Park and Recreation Facility Improvements. The Borough Engineer also provides professional support to the Code Enforcement and Zoning Departments in the review of zoning permits and grading plans. Additionally, the Borough Engineer observes the construction activities associated with Planning Board and Zoning Board of Adjustment approved development applications for site plans and subdivisions.

The Engineer serves as a liaison between State, County and Borough projects such as:

State Projects

  •  None at this time.

County Projects

  • Intersection Improvements at Asbury Avenue & Foxchase/Cannonball Drive:  Concept plans have been transmitted to the County Engineer for review. We are still awaiting County comments on the concept plans. A construction schedule has still not yet been established. 
     
  • Asbury Avenue/Pine Street/Essex Road Improvements:  The County Engineer’s Office is in the process of finalizing the plans for construction. They are also working with the NJDEP to amend the environmental permits to accommodate the pedestrian walkway along Asbury Avenue. The County anticipates advertising the project for construction in September with construction to start late this year.

  • Sycamore Avenue & Homestead Parkway East: The County is waiting for NJAW and NJNG to relocate existing underground utilities to accommodate the proposed drainage improvements.

  • Sycamore Avenue & Hance Avenue Traffic Signal:  The County has indicated that they are still interested in installing a traffic signal at this location. The County has transmitted an overall concept plan for the intersection improvements. I am available to sit down with interested members of the Council to discuss the Borough’s involvement with this project.

  • Shafto Road Resurfacing:  The County will be resurfacing Shafto Road between Hope Road and Wardell Road. The County currently anticipates the work to begin mid to late-September.

Roadway:

  • Road Program: We are awaiting direction from the Council to establish the scope and schedule of the program. 
     
  • Street Map Update:  We recently submitted a proposal to update the Borough Street Map and Election District Map to reflect the developments which have occurred since 2003. We are awaiting authorization to complete this work.

Infrastructure:

  • Rowan Wind Study: Anemometer has been installed. Professor Riddell has indicated that interim data distribution may not be possible based on the number of equipment installations the students have active. He indicated that once the data was available, he would transmit the information to my attention. I have followed up with Professor Riddell for status of project with close of semester.
     
  • Sanitary Sewer Improvements:
    TNSA –
    Borough staff and I attended a meeting at the office of Township of Neptune Sewage Authority to review available sewer flow capacity on June 24, 2010. The Authority will be transmitting the yearly customer utilizations letters within the next few days. Based on that meeting, it appears that our calculated capacity reconciles with TNSA.
    TRWRA – I have contacted Two River Water Reclamation Authority to request flow information to evaluate our wet weather flows for the North End of the Borough

    Even though the Borough still has available sewer capacity, conducting extraneous flow investigations and making the appropriate improvements can result in cost savings throughout the year, but especially during wet periods.

Parks & Recreation:

  • Liberty Park II Field Lighting: We met with Pop Warner representatives to discuss potential options to provide field and parking lot lighting at the site. We await direction from the Mayor and Council on this project.

Buildings:

  • Energy Audit RFP:  The RFP has been approved by NJ Clean Communities and has been sent to the 5 state certified energy audit companies. The bids are due back on Friday, August 6, 2010.
